Effective detection and interdiction of border incursions is significantly impeded by nuisance alarms as well as missed detection because of adverse weather conditions and foliage. Towers with sophisticated radars and long-range surveillance cameras detect incursions, but border patrol agents have no reliable way of knowing whether a sensor was tripped by a person or an animal. Agents also lack the tools to help them track and focus resources on multiple incursions occurring simultaneously.
